We are seeking a skilled and experienced City Clerk/Human Resource Generalist to join our team. Qualified individual will have dual duties of both City Clerk and Human Resources.  As City Clerk, the individual is responsible for records management including agenda and minutes.  Serves as the information officer to assist the Governing Body and the City in complying with KOMA and KORA.  The position also includes all aspects of human resources - hiring, new employee onboarding, benefits, payroll actions and state/federal compliance. Needs to understand and support the unique nature of local government operations and work closely with City Administrator, Department Directors and City staff. 

ESSENTIAL FUNCTIONS OF WORK

  • Serves as Secretary for the Governing Body (attend bi-monthly City Council meeting)
  • Maintains and updates official records, files and reports for the City of Valley Center
  • Maintains employee personnel paperwork and files and assists in recruitment and employment of new employees.
  • Prepares and processes employee time sheets and leave requests for bi-weekly payroll.
  • Ensures all payroll is accurate and payroll deductions are correct and properly remitted.
  • Works closely with benefit manager regarding insurance options and insurance questions as they arise.
  • Supervises the Municipal Court Clerk and the Senior Coordinator and completes performance evaluations.

The responsibilities described above represent the primary responsibilities of the job. Other responsibilities may be assigned by the City Administrator as he/she sees fit. The incumbent is expected to fulfill all assigned responsibilities.

QUALIFICATIONS

Bachelor’s degree in Business/public administration or equivalent experience is preferred. Ability to obtain SHRM, CMC and Notary Public License following employment.   Typing and proficient use of a computer with appropriate software is required. Excellent oral and written communication skills are required. Previous experience with KPERS/KPF highly preferred.

Pay: $76,848.00 - $115,271.00 per year DOE
